The site as proposed by UDECOTT measures approximately 25,200sqft. The Covigne river is immediately on the east of the site, with the single to double storey residential community of Diamond Vale beyond the river, more residential buildings are to the north. To the west is the Diego Martin Main Road and the Factory Road Community. To the south is a small single storey parlour, the Wendy Fitzwilliam Boulevard, and the West End Police Station.


At the first and second floor of the proposed building, views of the mountain range are visible. Important to a library is the quality of light, a mediated presence for the users and a dimmed lesser quality for the books, especially in storage. The proposal focuses on creating quality of light via light baffles to the west façade and drawing soft light via sky lights over the children’s library.


The forecourt offers a buffer and entry into the building undercroft, which presents a dramatic view into the amphitheater. The solid quality of the retail shops (finished in stone cladding evokes the blue slate of the blue basin waterfall)
